Dead keyboard
I have a PowerBook G4 and I'm using a USB Keyboard.
The USB keyboard is now dead. is there anything I can do to get it back up and running.
I heard the Mac might replace it is this true.

Do you mean Apple would replace a broken USB keyboard? If so then I doubt it, unless it's within the 12 month warranty and an Apple product.
